The team’s responsibilities include ensuring financial stability, executing ethical business practices, strategic growth planning, maintaining a diverse workforce, and utilizing information technology to improve quality and health outcomes. They work together implementing policies and procedures that align with the mission and vision of our organization.

Debra Andree, MD, BSN
PRESIDENT & CHIEF EXECUTIVE OFFICER
Dr. Debra Andree is an accomplished medical professional with a demonstrated track record of leadership and commitment to improving patient care. With a Doctor of Medicine degree from the University of Miami and a Bachelor of Science degree in Nursing from the University of Florida, she has over 20 years of experience in the healthcare industry.
Dr. Andree's passion for educating future medical professionals and commitment to lifelong learning is reflected in her prestigious faculty position with Florida State University. She is also an active member of the Florida Association of Community Health Centers.
As the President and CEO of Community Health Centers, Dr. Andree is dedicated to delivering quality and compassionate primary healthcare services to Central Florida's diverse communities. She is committed to ensuring that CHC provides optimal, safe patient care, leading to improved health and well-being for patients and communities alike.
We are also proud to have a team of dedicated and passionate healthcare professionals who work alongside Dr. Andree to make our mission possible. Together, we strive to provide exceptional care to our patients and improve the health of the communities we serve.
VICE PRESIDENT & CHIEF FINANCIAL OFFICER
With nearly 40 years experience in healthcare finance, Mr. Dickinson spent the first 15 years of his career in the hospital industry before settling into the world of Federally Qualified Health Centers (FQHC). He has built a strong background in the financial and operational aspects of FQHC’s. Starting in Detroit, MI, he was instrumental in growing an organization to six sites and achieving JCAHO accreditation. He spent several years as the CFO for a statewide shared services network in Indiana and returned to health center finance in Akron, OH.
A graduate of Walsh College in Troy, MI, Mr. Dickinson is proud of his work to strategically position our organization as a preferred premier medical and dental home, as well as, the continued growth of services offered to our underserved communities.
Jocelyn Pichardo, MD
VICE PRESIDENT & CHIEF MEDICAL OFFICER
Dr. Pichardo earned her medical degree from San Juan Bautista School of Medicine in Puerto Rico and completed her Premedical Education at the University of Puerto Rico. She has more than 25 years of experience working in primary care, focusing on meeting the needs of uninsured and underinsured patients in multiple community settings. She has been with Community Health Centers since 2015.
Prior to her role as Chief Medical Officer, she served as Chief of Quality, where she was responsible for quality improvement and assurance functions within the system. Before joining Community Health Centers, Dr. Pichardo served as a senior physician with the Osceola County Health Department and as a Senior Physician and Chief Health Officer for the Florida Department of Corrections. Dr. Pichardo is an active member of the American Academy of Family Physicians and is on the Board of the Physicians Society of Central Florida.
Gregg Stewart, DMD
VICE PRESIDENT & CHIEF DENTAL OFFICER
In 1984, Dr. Stewart completed the dentistry program at the University of Florida College of Dentistry and has held a Dental License in Florida since that time. He is a member of the Dental Society of Greater Orlando, Central District Dental Association, Florida Dental Association, American Dental Association, and a fellow in the American College of Dentists.
Being a musician as well as a dentist, Dr. Stewart turns running a dentistry practice for uninsured and underinsured patients into an art. While working full-time as a dentist, he has also found the time to seek out volunteers in the dental community as well as in-kind donations. Because of these efforts, we are able to provide high-quality dental care.
VICE PRESIDENT, CHIEF HUMAN RESOURCES OFFICER, & CHIEF COMPLIANCE OFFICER
With more than 20 years of experience in human resources, Ms. Viadero spent most of her career in the hospital industry. She has experience in many areas of human resources including employee relations, communication, recruitment, rewards & recognition, and training. Ms. Viadero completed a master’s Degree in Human Resources Management and Leadership Development from Webster University in 2010.
She holds certifications in HRCI Senior Professional in Human Resources and SHRM Senior Certified Professional. Ms. Viadero is responsible for all human resources functions, credentialing, risk management, and safety at Community Health Centers.
Kathy Jo Bailey
VICE PRESIDENT & CHIEF OPERATING OFFICER
Kathy Jo Bailey has nearly 30 years of experience in the healthcare field with 20 of those years in Central Florida. Her career has included leadership roles in physician-owned private practice, management services organizations, large for-profit and not-for-profit hospitals, small community hospitals, and residency programs. For seven years, Kathy Jo managed a taxing district community health center providing care for the underserved residents of southeast Volusia County.
Ms. Bailey earned her undergraduate degree from Pennsylvania State University. Her MBA was completed at The University of Houston with a focus on management and marketing. Her combination of education and experience lends itself to accomplishing the mission-critical focus of Community Health Centers.
VICE PRESIDENT & CHIEF INFORMATION OFFICER
Kim Barkman has been in the healthcare industry for more than 35 years. She started her career as a Registered Nurse with a BSN from the University of Florida. After many years in clinical practice in acute care settings, Kim became committed to identifying ways of leveraging technology to produce quality outcomes in healthcare. She is Board Certified in Nursing Informatics and Project Management.
Kim was the lead on Community Health Centers being recognized as a HIMSS (Healthcare Information and Management Systems Society) Davies Award winner. Kim has been a speaker on various information services topics at national conferences for HIMSS, CFHIMSS, and FHIMA. She is an active member of HIMSS and AEHIS (Association for Executives in Healthcare Information Security).
